Editorial ethics of the magazine “Iberoamérica”


According to the international standards, adopted by the leading scientific publishers, the editorial board of the magazine "IBEROAMERICA" ratifies the ethical standards, which are mandatory for all the participants in the process of publishing of the scientific articles: authors, member of the editorial board, reviewers, editors and publishers.


1. Responsibility of the chief editor, members of the editorial board and editors of the magazine.


1.1. The chief editor of the magazine is responsible for the decision to publish the articles proposed for consideration. The basis of its decision and the decision of the editorial board to accept or reject the publication of the article is the degree of scientific value, relevance, novelty, presentation’s logic and conclusions, scientific importance and quality of the preparation of the article in accordance with the requirements set out on the website of the magazine. The final decision is made on the basis of the scientific review.


1.2. The chief editor and the editorial board must evaluate the scientific articles by its intellectual content, regardless of race, gender, sexual orientation, religious belief, ethnicity, nationality and political views of the authors.


1.3. The publisher of the magazine "IBEROAMERICA" accepts for consideration the original articles, which represent original scientific research or a detailed study of the issue in accordance with the general guideline of the magazine. In the case of the discovery of previously published work, repeating the results of published articles by more than 50%, the editors reserve the right to refuse the publication of the article to the authors.


1.4. The editor in chief and the members of the editorial board are not entitled to disclose information about the articles received by the editorial to any other person, except for a narrow circle of people directly related to the article and the process of preparation for publication.


1.5. The editor in chief and members of the editorial board of the magazine during consideration of the articles are not entitled to use the new information contained in these for their own studies or other personal purposes. The use of such information is permitted only after the official publication of the article with the correct citation in accordance with generally accepted standards.


1.6. The editorial board should not impose to the author the citation of the articles published in the journal «IBEROAMERICA» to artificially improve its scientometric indicators.


1.7. The editors must ensure control of the accuracy and precision of citation in the article, approved for publication, provide support to the authors in improving manuscripts submitted to the publishing through literary editing these articles, and based on the recommendations of the reviewers. However, they should maintain a respectful, benevolent and proper treatment with the authors.


1.8. The chief editor of the journal must respond quickly to complaints of ethical nature received in relation to submitted manuscripts or published articles and take appropriate measures for its elimination.


2. Responsibility of the authors


2.1. The authors are responsible for the scientific content of the article. In the case of borrowing from other researchers should be made a correct reference. The results discussed in the article must meet the criterion of reproducibility by other researchers. All methods of data processing and interpretation logic must be absolutely transparent.


2.2. The authors are responsible for intentional or unintentional plagiarism. Unauthorized borrowing and reproduction of any elements of the article (text, graphics, raw data, etc.) without the proper reference are unethical and unacceptable.


2.3. The author is obliged to meet ethical standards, when intervening with criticisms or observations of third-party publications.


2.4. By submitting an article to the editors, the authors thereby confirm that the article is not under consideration of another magazine publisher and has not been published before.


2.5. Duplication of publications are not admitted. If some elements of the manuscript have been previously published, the author is obliged to refer to the earlier work, and specify the difference between the new works from the previous one.


2.6. Information obtained privately, i.e., through correspondence, conversation or discussion with third parties, or received during the provision of confidential services can be used or communicated only with the written permission of the source of such information.


2.7. If the author discovers a significant error or inaccuracy in his already published article, he must immediately notify the editor of the magazine or publisher and cooperate with them to make corrections in the publication. If the editor or publisher learn through third parties of significant errors in the text and notifies the author about it immediately, the latter must quickly send corrections or present evidence of the accuracy of the data in his article.


2.8. The author may initiate the publication of an article in Spanish in the journal «IBEROAMERICA», which has already been published in their native language. In this case, the article is subject to review by members of the editorial board at obligatory observance of ethical principles by all parties and compulsory reference to the original source of this article.


2.9. The authors should indicate the sources of financing for the project, which results are described in the article, submitted for consideration, and indicate the people who contributed to the completion of the investigation.


2.10. The author has the right to appeal the decision of the editorial board in the prescribed manner.


3. Responsibility of the reviewers


3.1. During the expertise of articles the reviewers must strive for maximum objectivity. The main criterion for evaluating the articles is its scientific importance.


3.2. The reviewer must substantiate his comments and present convincing evidence of his positive or negative decision in relation to the reviewed article.


3.3. Any decisions based on personal preferences, are inadmissible. In the case of occurrence of conflict of interest in any form between the reviewer and the author, the reviewer must notify this to the editor of the magazine and desist from his review.


3.4. The reviewer must observe deadlines for the realization of the scientific expertise of the article, established by the editor of the magazine (one month). In case this is not possible, as in the case of the reviewer considering himself not competent enough for qualified assessment of an article, he must immediately report this to the publisher.


3.5. Reviewers must not disclose to unauthorized persons information about the articles received for review.


3.6. The review of articles in the journal «IBEROAMERICA» are anonymous. The authors are not informed exactly who reviewed their article. The name of the reviewer may be reported to the author only with the written consent of the reviewer.


3.7. Prior to publication of the article the reviewers, under any circumstances do not have the right to use in their own research or for other personal purposes information to which they have access in the review process.


4. Conflict of interests


All interested parties should avoid a conflict of interest in all forms and at all stages of the passage of the article to prints. In case of conflict of interest in any form, the person who first discovered such a conflict must immediately notify the editor. If there is a conflict of interest between the editor, reviewer and the author, the editor in chief is obliged to transfer the article to other editor or reviewer. The same applies to the manifestation of all forms of violations of generally accepted ethical norms and rules.
